As with so many things, I strongly encourage looking at this within the wider context of things going on. A weapon is being brought more in line with the standard deviation for the set, opening up other weapons to more viable/specialized usage. Skill changes from the PTS stand in a place to potentially increase genereal damage output across most - if not all - builds at least slightly. A new AR with a new Talent is poised to be added to the AR weapon pool (Not to mention the new LMG and new Exotic Rifle). Among other things.

Yes, this change may have an adverse effect on individual builds or a portion of the meta. Balance changes are a part of the nature of games like The Division 2, while there are some that might impact you more heavily than others, none are being made to spite any individual. They are made for the overall health of the game and in pursuit of a better balanced system.
