I have tried the suggested by Ubi-Milky and Ubi-Froggard. Division 2 isn't the only game having this issue, I've experienced it in BF2042 and I know others that have the same issue here in Div2. It is only in menus/ other UI elements like map. This includes the main menu on game boot. The CPU and GPU utilisation are single digits and so is the FPS. Its as if the GPU work is disengaging/ losing focus from use whenever these elements are opened, like it would if you were to minimise the game. I've checked task manager and the dedicated gpu is still listed for the game at this point. As mentioned by other tabbing out and tabbing in can momentarily relieve it, and sometimes will relieve it for slightly longer. I'm normally at or near 140fps otherwise.
Everyone I know with this issue is using Windows 11 and has a 30XX series gpu.
