[2022] New Item upgrade bug

I had my burn sticky bomb upgraded to level 8. I started a new character and used the burn sticky bomb after acquiring it. After that I noticed I now have no upgrade points in it.... I lost 8 levels of resources. I've tried logging out and back in many times and switching to different toons. Is there any way to get my upgrade levels back or the resources I spent upgrading it?
