[2021] exaggerated hostile damage?

i made a new character and started a new game.
all was well until i hit character level 10.
now the hostiles have exaggerated damage, i think any way.
below is my build and two clips of their exaggerated damage.
also, my weapon damage is like a toy gun to them.
i do not remember this the first time i played this game.
if this is normal, how can i ever progress further?
