After playing this game for a while now I've come to realize there's some stuff that's just way out of proportion when it comes to NPCs.

One of the big things that needs a change is NPC melee damage. I don't have a problem if one of those big guys with a sledge hammer or someone like Boomer hit's with a melee damage and it does a significant amount of damage, hell, I expect it. But a red (normal) sniper NPC should NOT be able to melee me so hard it takes me from full health and armor down to zero armor and less than 10% health remaining plus stun me. Even those Hyenas with the batons I could see doing some good melee damage with stun but it shouldn't be every NPC that can do that. And if that's not doable for some reason then the PCs melee damage needs to be increased so that it's on par with NPCs.

NPCs should also be getting stunned if they take bullets to the face. This is one of those things that really bug me right now. If the NPC has a helmet/facemask on, sure, maybe they don't get stunned right away, but as soon as you break that piece of armor and start shooting them in the face that should stun the NPC. Or shooting them in their legs should cause them to stagger and stop running. NPCs in general should be a little more afraid of being shot or at least not just keep running up to a PC to melee them to death while being shot with hundreds of rounds of ammo.

I think if NPCs can be fixed so that they're not quite so suicidal and immune to damage it would go a long way to improving the quality of the game and making the game more fun to play for a lot of people. And note, I don't want NPCs nerfed or make too easy to kill or to make it impossible for NPCs to kill PCs but, in general, the same rules that apply to the PC's should apply to the NPCs as well.

Particularly with the melee damage, TU3 saw universal melee damage reductions to all NPCs. Are you saying the damage output from these particular enemies is still too jarring? What are the particular situations you find yourself in where these enemies are giving you the most trouble?
