Second time I did Roosevelt (Solo) during the invasion tier (right before advancing to WT3), I got near the end on the last portion, died, and of course had to start it again. Then I died again close to the end and restarted. Third time, I finally killed everyone (or so I thought) and got the double/repeat narration about eliminating the bio-hazard team leader. I destroyed the three virus samples but nothing else happened. Then I noticed a red mark next to the exit gate and found it was one NPC than was stuck in the spawn area (it's next to the exit gate just behind the cloth wall).

Nothing I could do would kill it (trying to shoot through the cloth, throw grenades, seeker mines, or place a turret). At one point my turret hit it a few times before stopping (I could see it was just a red bar enemy at that point). I tried for over a half hour to see if I could somehow kill it because, like many have found, I did not want to have to do this again. Really frustrating but I realized that was nothing to do but kill my character so I stood next to the termite and burned myself to death.

Finally finished it on the fourth attempt. So not only can the mission be a big frustration but it can bug out as well. I've not seen any one else report a stuck NPC here so maybe I was just unlucky. But I hopefully anyone who spends a significant amount of time does not have this happen to them. I'm still frustrated just thinking about it.

Best advice I can give is hug the turret locations. Each one gives you a good view of the other side of the battleground. You can lay waste to the enemy then turn the minigun to the fuel tanks. If anyone gets too close, the turret towers have satisfactory cover to keep them at bay.

The Assault Turret in tandem with the minigun turret were super helpful in staying secure and singling out targets.

Hope this helps, best of luck.
