[2019] bring back optimization from div 1

so far liking how each faction now behaves differently gives a constant need to change up tactics and re-strategize on the fly but one thing i miss is being able to optimize my equipment to max score so i can keep and use what works and not be forced to switch to gear that proves its self highly dysfunctional. in actual practice.

so if this can be done it will likely help make alot of people happier and cut down on the grind feeling like an endless chore.
