[2021] why are enemies 2 levels lower

im at level 30 but ive noticed from playing that for some reason most of the time when im fighting enemies they tend to be scaled two levels lower than myself which is a problem as often the loot i acquire has a chance of being underpowered so im curious why does this level scaling system exist and how do i change it so that all enemies would be my level ensuring that loot will always be higher
