I've heard of this specific bug before, some time ago, but have never seen it myself...possibly because I just haven't played Coney Island all that much?
Anyway, yes, that's an actual Black Tusk soldier working the mortar targeting computer, while wearing a War Dog skin!
I first heard of it years ago and thought someone might have addressed it by now. Silly me!
But I've passed it on to our team as feedback either way.
