I'm not asking players. I want to hear what Ubisoft's logic was behind these gear sets. As it stands, they..

1) Are absolutely useless in raids.
2) Absolutely useless in solo content.
3) Absolutely useless in group missions.
4) Absolutely useless in PvP.

I have been playing around with them for weeks now, mixing and matching pieces with different RNG stats, or using a couple of pieces for set bonuses, and no matter what I do, I'm still gimped in terms of DPS and all utility roles I try to play. Any time I get a green drop now, it just gets dismantled.

I would like to hear from Ubisoft as to why the gear sets were designed the way they were designed, and what purpose they saw those designs filling in raids, missions, and even in PvP.

As it stands, when ever I am doing anything in a group on Challenging or Heroic and I see the Red/White/Blue on an enemy NPC, I cringe, and hope at least the other 2 players in the group are running something semi-viable.

While I can understand how the uniquely specialized green sets can have fluctuating and even scarce usage in overall content, I would encourage you to look at how they might be beneficial with specific activities. Another poster in this thread mentioned how True Patriot is extremely helpful in the Raid (I believe the team that has completed it in under 20 minutes has at least one player running True Patriot) but not as useful in other activities. The same may go for Ongoing Directive when used in particular activity or when paired with another type of build or squad composition - but maybe not as much for general use.

Now for the obligatory question to give me a better idea of everyone's thoughts and experiences on the subject: How have your attempts to try and test the green sets typically gone, from acquisition to experimentation to conclusion (negative though it may be)?
