[2019] Is there an unknown hunter near the Archives?

Hi Agents,

Don't mean to be a noob, but I came across this "Hunter EMP Static" while on a Bounty. I didn't see anything though. Maybe I was doing something wrong or is there a hunter near here?

Location? The National Archive - A common place for bounties.
