[2022] Extra SHD Tech I cannot use

I don't know what have caused this or why it hasn't been fixed but I have more SHD Tech than I can use. All skills are unlocked but yet I have 3 SHD Tech that I cannot use because there is nothing to unlock with it. This is also giving the annoying "!" on the White House. Only the newer skills (Sticky Bomb, Trap, Decoy) are correct with Skills Unlocks 00 & SHD Tech 00. The remaining skills (Pulse, Turret, Hive, Chem Launcher, Firefly, Seeker Mine, Drone, Shield) show SHD Tech 03.
