When I'm in the room before the hunters/rogue agents the room is pitch black and I can only see the lit up room in specific areas. Is that suppose to be happening or that just an issue I see?

We are investigating it but it has been proven hard to reproduce. If you have a video of this occurring, starting from floor 99 that would be of great help.
