I totally desagree with you, story is not bland and it's not poorly written. The story of the campaign is really cool and you can get details of the lore in every part of the game. Not comparing with Frostpunk that is a totally different game with a great base in the story within.

i turned off shadow play.

i have dual monitor, if that matter.
i'm using bordeless window. HDR on.

the fps is better in certain zoom. so if the game stutter, or low on fps. i zoom in/out until it gets better. weird i know. i also don't understand what causing it.

I removed Radeon Software Adrenalin Edition. And same thing happened, TAB simply randomly turns off . Short freeze and back to desktop

There have to be something that is blocking a proper run of the game. And probably it's something related to gpu drivers or software.
