Please, change manually the number from 0 to 3 in this line in your configuration file. This file usually is in the path Documents/My Games/They are Billions.

Do this until you get the number (option) you need.

Firstly, if you play locally disable STEAM cloud to avoid this issue. STEAM cloud gets the saved game corrupted.

Remember also that in the main campaign map screen you have the option to make backups of your progress so you have more files to be safe.

What is the message you get when you try to load your saved game file?

Patches that are not present on GOG version add only availables features on STEAM, so both versions work exactly the same depending on the features they have in each platform.
