As someone has already correctly pointed out on this thread, and as yet another reminder, we cannot permanently ban players on their first offenses and reports for toxic or negative behaviour.
We have a system, as such is industry standard, where players receive a warning, then temporary denials of service (suspension, ban) based on severity, before ultimately becoming a permanent ban if the repeat behaviour persists.
Just because you have reported them before, and see them again, does not mean they have not been punished. It just means they have not learned their lesson yet. We apply sanctions, obviously we do not carefully coach toxic players through a 12 step rehabilitation program to ensure they return friendly and reborn. The amount of messages we get that we don't do anything about it is disheartening for that reason because we take each report quite seriously, but cannot be held accountable for someone not improving their behaviour after receiving appropriate punishment. If you report someone for this type of behaviour and they come back - you do your service when reporting them again. Reddit/Discord and Twitter are not valid places to report players.
How many players report someone for the same behaviour does not always mean their sanction count increases. Someone could be toxic for a morning on online servers, receive 40 reports, and then be punished accordingly for that.
TLDR; if you see someone display toxic behaviour despite already having reported them, submit another report with new proof. We appreciate the reports as they help keep our game clean of this form of behaviour. Angry reddit threads or twitter posts sadly do not accelerate the process.
