Is micro transaction cosmetics tranfering over to POE 2 from POE or not because that's a pretty big deal for alot of players that made poe2 possible from their support yah know....

Yep, they do transfer over.
Are you able to shed more info about Delve nerf/rebalance?
For the vast majority of players, the Delve changes are a buff. Basically from around depth 1,000 and earlier you should feel a rewards increase ~ particularly between 200-800. At very deep levels you'll see more variety in the value of each node, rather than each node being very valuable. Delving deeper still results in better rewards than shallow levels but just not at the level of reward growth seen before.
Not complaining. Also if they were going to buff any of the leagues in any substantial way they would have included them with the video, not just patch notes.

Corrupting blood is being separated from bleed in 3.14.0. It will just be regular physical damage over time that no longer interacts with anything bleed-specific (and no longer scales with monster attack damage either). Don't worry, Staunching flasks have also been updated to specifically remove corrupting blood as well as bleeding. And yes, the stack limit for Corrupting Blood has been lowered to 10 from 20. It's also worth noting that applying a Corrupting Blood stack with Corrupting Fever will reset the duration of all existing stacks on the enemy, just like when an enemy applies Corrupting Blood to you.
Unlike a lot of other wave-based encounters we've done in the past, the wave timer for Ultimatum encounters is not fixed. There is a whole new system in place that controls exactly when a spawning wave occurs, but the simple version is that the next wave spawns when you've killed enough monsters from the previous wave, rather than after a certain amount of time has elapsed.
They'll become available shortly after Ritual ends. Typically on the same day. This means you should have a few days to prepare them before Ultimatum begins.
