This is a bug with an upcoming fix. Flasks that don't have the movement speed modifier will be able to get the modifier via Divine Orbs once it has been fixed.
EDIT: To clarify, the flask will need to have the "50% Chance to avoid being Stunned during Flask Effect" if a Divine Orb is to roll the movement speed modifier onto it.
We found a problem just before release where the blades can spawn under the ground (but still deal damage) in rare cases, so have disabled it temporarily while that is sorted.
This issue is unrelated to the one mentioned by Jatin, though we've identified and fixed this particular issue as well. The patch for this should be going out today.

It looks like the missing line regarding Tailwind for Ascendant Deadeye and Deadeye is unintentional. We suspect it's an issue with the tree data and are currently investigating.
For Reliquary Keys, the themes have been legacy, then league-specific and now Vaal themed.
I don't think it does anything by itself. Lifetap Support has a modifier that increases the damage of supported skills when you have the Lifetap buff.
Basically, I'm pretty sure it works almost exactly like Inspiration Support except it cares about life instead of mana, and the spending/buff comes all in one big chunk.
Just to clarify, the Lifetap buff itself provides 20% increased life recovery from flasks at all gem levels.
