Regarding the below:
I'm not sure why Treyarch won't confirm if that's an option, and if yes, in which conditions it is applied, but it's evident we need it on first offence of cheating, considering the time it takes to get them banned and how small the PC community is. I think it's a fair request.
Active policy enforcement is the proverbial cat and mouse game, and we don't share the outcome or process of investigation as part of our policies. The goal of avoiding specifics is to prevent passing that information on to cheaters who may use it to exploit further or evade.
I understand that this may not be satisfactory for you or others. However, it is a standard policy approach for most enforcement scenarios. Ultimately I can only assure you of the points I often share:
