I would say though that this is more than likely a safety feature that's kicking in! In the meantime I would consider an alternative way to sympathise!

Yes definitely a Glitch! Just not an @anonglitch  

Of course I will double check this, but I sometimes get this when my City is playing catch up after a small duration of neglect! Quick refresh normally gets it gone! It's definitely not a new feature
