i've literally removed every mod i had installed, deleted and reinstalled the game, same thing keeps happening
That seems like common issue from outdated mods. You sure you removed everything?
Try to uninstall the game and check the game folder. If there's any files left - could be from a mod

Try to check files via steam for corruption. It would redownload missing files if you removed some by accident
The guy at the top has no traits, but is larger than someone with a giant trait. I've seen 2 of them so far.
I reloaded the game and he's now normal sized.

city mechanics were changed, and now they have a limit of normal houses based on a few things(check patch logs). And amount of houses directly affects populations.
