Yes, that information was inaccurate, and the blog has been updated to reflect the correct way to unlock progression on a PTR character.
They may not show on the map, that is a known issue, but the perks should be unlocked for collecting them.
Have confirmed that the blog was inaccurate, and it has now been updated. Unlocking that progression takes boosting a character in the PTR, and does not carry over just by logging in.
The blog was inaccurate, and has been updated to correctly reflect the way to unlock progression. It does not carry over from retail, and you will need to boost your character to have that progress granted along with the other boost features.
Conferred with the team and the blog was in fact inaccurate. It does require a boost to grant all of the progression for a character. We’re updating that to accurately reflect that information.

We always have, we just don’t reply to every post. The PTR is to allow the community to test features and content coming in Season 4, due to the sweeping nature and complexity of these changes.

The PTR build is not linked to retail, and nothing from retail will carry over. There is detailed information available in the PTR forum and the blog.
It’s not mandatory, but we highly encourage those playing the PTR to share feedback so that we can determine what changes are needed.
