POTENTIAL WORKAROUND FROM ONE OF OUR DEVELOPERS:

  1. Find the appmanifest_2156210.acf file in Steamapps
  2. Delete or rename it.
  3. Restart Steam.
  4. Install the game again into the same folder you already downloaded it to
  5. Should now work?

To confirm, have any of you attempted changing your ‘Download Region’ in Steam? I assume you have - but I want to double-check.
