Yeah it is by default the console UI, but on PC if you go to options, then gameplay, in the interface category there is a section where you can turn on the "controller menu layout". Additionally, if you want the controller hud you can also turn on "controller hud layout" as well in that section.
It will also switch to the gamepad Menu/Hud automatically if you are using a gamepad (unless you've turned it off in the options menu)
