You're able to sell Steam items from your inventory (for example, some random item from another game that you got for free that's worth a lot) and buy that way through Steam wallet.

no one would want to sell steam items on the community market, paying a 20% fee to sell that item, then paying an additional 30% fee just to buy your ripoff game currency

It may not be ideal, but the option is there if players want to.
