Probably not. Only vehicles with guns + a flamethrower could be. But a flamethrower vehicle alone would be useless.

Eh, at 1.3 it would be marginally useful. Theres plenty of opentops driving around at that BR.

Arguably it would be about as effective as the BM-8-24 at the same rating.

It would be near useless and frustrating to play, there's far more interesting and more useful vehicles that could be added.

Don't get me wrong, I'd love to see it personally too, but probably 99% of your matches (at least at the start) you won't be able to kill anyone with the fire.
