Having a high number built has never been a requirement to go into the tree. There are many tree vehciles with 1-5 examples built.

For anything BR related you have to wait until update release.
This is generally the way we always (with a few exceptions) introduce new trees to the game. So it really should not be a suprise at this point.
If you look back, you will find those trees were the exception and not the rule. Almost every air / ground tree or nation to the game since 2015 came first as packs followed by a full tree in a later update.
This updates focus is not the French Navy, as the full tree will be introduced later. But due to interest in them, like other trees before, this gives those that want something sooner rather than later and the ability to start playing with them now as well as get access to the tree later.
Given the name and what was shown in the teaser, I will leave that to you to conclude.

This generally happens once ranks become more populated. Rank VIII currently only has 1-3 vehicles per nation. Most were moved from Rank VII.

Sweden received those helicopters because there was no other viable alternative for them in that area. Germany and France both have their own options for 4th Generation jets without resorting to an aircraft they did not adopt.
Each nation and case must be taken individually. Its not a case of "Oh well X got Y, therefor we can get Z too!".
Italy has higher BR SPAAGs at the very least, so Japan and Israel are more of gap. We don't rule out viable options for them if / when they become available and possible.
But its not related to this major and not something there are any plans to talk about right now.

They have no need for one and have the MiG-29 (9-12). This was the only option for Japan for now.
Its an F-16 project that was proposed for Japan. The aircraft is functionally a standard F-16 and with it being the only option for Japan currently for top tier for some time, it was the best choice for them.
Germany is receiving the MiG-29. This is being included for Japan as there are no other options for them currently. Its not the case for Germany.
Better missiles don't make it a 4th generation aircraft and wont fully suit Japans needs in the meantime until later aircraft arrive.

F-4EJ never had maverick.
A porotype F-2 would not have the capacity of this aircraft and even less is generally known. We have all the information required to introduce the F-16AJ and it fits the current meta perfectly, whilst also giving Japan the multirole platform they need most.
People are always free to ask and suggest. It doesn't mean that they will come however.
There is a big difference between a need and a "I want because they got X". See the Swedish helicopter situation.
As explained above, the XF-2 has:
1) Not a huge amount of solid information
2) Doesn't have the capacity of this aircraft (multirole)
This aircraft is basically the existing F-16 platform with minor modifications for Japan. It is the best fit for what Japan currently need, with the other options either being far to much currently and leaving Japan with a long wait.

The BR rises your referring too were part of an overall top tier Increase. Italy was no exception to every other nation in that.

The Japanese F-4EJ Kai and increased to 11.7.
This patch, Germany gets the MiG-29 and the UK gets Tornado ADV.

Japan got no new Rank VIII last patch whilst Germany and the UK did. The F-16AJ because it has no other 4th generation aircraft currently and wont for some time. Other aircraft are under consideration for other nations.
F-4F had a BR reduction and is performing fine at its current BR. The FGR/FG.1 are also sufficient at their BR. MiG-29 and Tornado provide new top fighters for both Germany and the UK.

My grandfather was an artillery captain and commanded a whole battery of these things. And the photo is taken in the museum I know since childhood cause it was basically next street (and you can climb on them freely which is awesome).

Right now we don't have plans for another F-4S at this time. The US tree already has several Phantom variants and there are many more US aircraft to add. Whilst its not entirely ruled out (never say never), it's not in any plans we have right now.
Currently it's WIP. More details will be available when it's closer to being finalised.

Nothing is final before update goes lives, especially such things as fire rate that may vary wildly depending on conditions/sources you use and that may be changed for balance purposes anyway.

The Yak-141 was a real Aircraft that flew which many people have been looking forward too and asking for. Everything is known and documented about it's armaments (that were mounted in tests and for displays, of which other aircraft in game also have) and what was going to be fitted to a production example. Our reasoning was detailed clearly in the blog today.

Our policy on ships has been made clear for a very long time by this point.
Japan's top tier aircraft situation is unique currently. This was the most suitable option.
Germany had other SPAAs possible and a suitable candidate to replace the 341.
Right now it's just early considerations. Naturally if it progresses more we will provide more details.

It's not a major rule change or anything. The reasoning behind the F-16AJ was explained in the blogs. It's an exceptional circumstance that provides a balanced option currently. The Yak-141 also already has other Aircraft like that in game (trialed / tested / planned weponary or features).
