[2023] Add flare pod to the Mig 21S R13 300

We are considering a possible pod for the MiG-21S, however it requires further review.

At this time they are not under consideration for the aircraft. If it's situation drastically changes, then it's possible they will be reviewed again.

This is not planned. It will remain the S variant.
