It wasn't so much all of a sudden. Over the past few updates we have been reworking requirements for things like skins and decals (in the case of skins most recently, making them easier to get). This fell into that category of the rework.
The only ones intentionally updated where not ones paid for or unlocked in any way. If you believe you have had a decal(or decals) that were previously paid or unlocked, please submit a bug report as we will need to investigate fully along with any others.
