Night battles

Can someone give me a sane reason for this?

Hi. Our reason is that 10.0 BR has the most vehicles with night vision capability. Below this BR, some vehicles have either no night vision or poor night vision. We'd like as many vehicles as possible to have night vision while playing night battles.
