This feature already exists, if you create 2 posts within a short time frame without anyone else posting in-between you. Alternatively, topics can also be manually merged together if they are on the same subject matter by moderators.

You were already previously answered on this topic as you linked yourself. There is already a post merging feature and this has been explained to you previously.
All of our moderators care. It depends on what you are actually reporting and if it is against forum rules. If its not, then action wont be taken. The rules can be found here:
5 Minutes is more than sufficient for most cases. if there are more egregious cases where multiple posts back to back (with no other posts in-between by other users), then staff can also manually merge those posts if need be.
Lastly, all matters and discussion on Moderation should be done via PM. This is made very clear in the forum rules:
