During high server traffic times/adequate people in the queues, you are right- it likely does not help significantly, if at all.

At low server traffic times (Which I'm pretty certain this is what developers had in mind...) it's supposed to allow people to join a match that recently started, so they can join a few-minute-old match (or whatever the parameters are), rather than sitting in the queue for 10-20 minutes.
