TLDR, that^. Essentially the same philosophy with the E-100 and Maus.

There are quite a few other tanks, albeit quite a bit less prominent, that pretty much need to be played the same way (Like the French B1's, early Churchills (imo), etc.

If that was really the case, USSR/Rus vehicles would be bumped up considerably higher over the duration of their implementation until they were balanced out.

I'm pretty sure what you're seeing is true for most nations- a few "Wolves in sheeps clothing" that lend themselves to veteran player tactics (ie, extreme flanking and annihilating half a team), or, vehicles that have been played poorly by a sufficient portion of the playerbase, dropped to the next BR bracket (Or in some cases, two BR levels) from where they were.... Now in capable hands, the vehicles are absolutely deadly and can go on a rampage.

Now put the wolves and under-BR'd vehicles in the same lineup, and grab three friends. In all likelihood, you will run up a cricket score.
