Japanese AIM-9P on the F-104J was reported 9 months ago and was not a "flick of a switch" change. Its been planned to be corrected for some times as all things are.
We are well aware of peoples desires for AIM-9G on the British Phantoms and it too is being considered. But spamming as many topics as possible about them isn't going to speed that up.
The F-4F launch limit was a simple configuration code bug that should not have even occurred in the first place. The AIM-9D reported matters require historical investigation by consultants.

This matter was already discussed and passed to the devs before and after patch launch. As of right now, the developers do not plan to add AIM-9L to the British Phantoms.
It was done so with Japan as the EJ Kai as they did not receive a Rank VIII this patch just passed and this aircraft still has further upgrades to be added, that may also see its BR increase if required. Its BR is also being increased due to the fact it has AIM-9L to 11.7. The devs don't wish to increase the BR of the British Phantoms right now, as they are performing currently adequately at their BR.
As we have already mentioned, a new fighter is planned to come for the UK in a future patch.
