Hello. This is not a bug.

The developers are aware of aircraft having more advanced missiles possible, however not every aircraft will receive AIM-9L from the beginning. F-104S ASA will receive it as its the only IR missile it used other than AIM-9B. For the existing top tier aircraft, their statistics will be closely monitored and the missiles issued over time at the developers discretion.

Suggestions for all existing and advanced missiles possible for top tier aircraft have already been forwarded.
