Think about it like this. When your crew member is untrained, Its like dealing with a fresh boot PFC. Sure you can yell at him exactly what to do, show him what to do, Demonstrate exactly what to do....., But they will still stare at you blankly, and stutter yes (rank) while fumbling around acting like they remember anything you said before.
Half trained, more like terminal lance level, Expert level a proper E-4 Mafia candidate there.

I mean, its a motor that is turning the turret. I would assume that a motor will turn at the same speed no matter what level you are. I can understand the target acquisition and stuff being attributed to the skill of the crew but the motor that turns the turret should be the same on each vehicle. Does this mean the the skill of the crew member can make the motor turn faster?
Yes, but as it says in the targeting skill in the gunner tab "An experienced gunner targets the gun both horizontally and vertically at once, an inexperienced one does it in turns" which is how this all is designed.
So in modern tanks where instead of hand wheels (they still have them in case of power failure fyi) whats used is generally speaking a combination of the gunners stick and foot pedals (or a single dual axis). So essentially the better your training the straighter the line your gunner cuts to the target at any angle so it takes him less time since he moves in both directions the least amount. The turret is still moving at the same speed. Its just moving in a straighter line to get to where it needs to go (sight picture wise)
