In all of those cases, it's because there were grounds (documents, plans etc) to do so.


Spitfire PR XIXs were never at any point armed. They were a variant spesifcally and purposefully not armed by design purely to be photo reconnaissance aircraft. Which is exactly what Sweden purchsed them for.


There are no grounds or basis to provide Sweden with a Spitfire PR XIX with weponary it never at any point had when there are other aircraft that could be considered both for Sweden and now Finland which is part of their tree.
