Better map design for starters, nullifying bomb damage in spawn, and 30 second spawn protection while in spawn (regardless of movement) are some suggestions to make it easier for bad (and new) players/teams to defend against spawn killers.
The players who want to spawn camp have their methods. A map redesign isn't going to change the desire to spawn camp, it will just change how the same players go about achieving the same goal.
From my personal experience/$0.02, generally speaking, most "spawn camping" runs start out as players trying to protect their flanks, then getting the better of the enemy team trying to do the same thing..... The problem occurs when the team who's flankers came off worse say absolutely nothing to their teammates, quit immediately, and the rest of the team does not notice what has occurred until it is well and truly too late to try and counteract what has happened. (Or, perhaps similarly, those who were taken out by the enemy team --try-- to raise the alarm with their team, but their team ignores the warning(s)).
