Settings on ultra/high but the world and characters are plastic looking and the world is low resolution.

Basically what the title says. I can put the game on high/ultra and it looks like it's on low. I have FSR turned off, resolution on 100, V-Sync off, resolution is set to my monitor which is 1920x1080. I've tried it on full-screen and borderless. Nothing seems to change the quality of the game.
