[2022] Do you need Wild Pass Elite to get Ascended Superhero Jayce?

I got the "regular" cheaper Wild Pass, completed all the mission even tho I joined fairly late.

I finally have enough "blue stars" for the Ascended Superhero Jayce skin, but the game won't let me buy it.

The only thing that I can think of is that you need the more expensive Wild Pass to get the ascendes skin.

Please advise
