Its surprising, if you get a notification for anybody that gets punished for actually trolling, verbal abuse or stealing lane. Riots seems lenient on everyone. At this point the report claim might as well say, "feel better button"

They dont want to make a mistakes and receive backlash.

But when rammus goes 0/23 with ghost and dead man plate for all his match history. Isnt that a little sus. Or when theses kids are striaght up wishing death on your family and use racist language. They look other way intill the next 100 reports are claimed.

You could send a ticket but you'll have wait a few days with evidence. To support your claim. With a little "we cant tell you, whether or not theses guys are punished. For privacy reasons"

why make a punishment notification system than?.

After all that youll see 0/11 smite ashe again in your diamond games a week later.

Other games have done this (Overwatch) and it created serious issues a higher skill levels and was too abusable. We've also considered it, but it would need to be a time limited block that didn't apply at higher skill tiers. Something like that might work and solves the most common case of seeing someone you just played with in your next game because you both queue up at the same time. Past the same day it's much less likely you'll ever see the same person again unless you're highly ranked because so many people are playing.
