So Soraka was one of my mains on PC and I was pretty surprised to learn that most people think she's the worst enchanter in the game when she was so good the last few seasons of league where she had items like athenes that are still in wildrift. I didn't get a chance to unlock her for a while but when I did and started playing her I realized why she feels so bad.

On PC if you land her Q (S1) on an enemy champion to get the rejuvenation buff, not only does it give you healing and movement speed, the rejuvenation buff also reduces the health cost of using her W (S2) by 80% at rank 1 up to 100% at rank 5. So if you max Q, then your W costs no health to use for the next 2.5 seconds if you land a Q first. This effectively makes Soraka an exactly scaling enchanter, since when she has both Q and W maxed, the W cooldown is 2 seconds, so she can land a Q, and then use W twice during the duration of the buff to pump out two huge heals/movement speed/regen with no health cost, turning her into the hypercarry of healers.

On Wildrift there is no reduction in health cost, so if you want to land an S1 and use S2 twice in a similar fashion, you will not regen enough health from the S1's rejuvenation to keep up with the health cost of using the S2 every 2 seconds after hitting an S1. This has forced some wildrift Soraka mains to take selfish and expensive tank items such as Warmogs and Spirit Visage in order to give her enough intrinsic health regeneration to be able to heal her team, meaning you can't get ardent, athenes and harmonic (or protectors vow) all in one build.

There are a few other differences with Wildrift Soraka compared to PC that hurt her viability and potential:

  1. On PC, landing a Q gives you movement speed (20% to 30% based on rank), which is passed onto teammates if you W them with the rejuvenation buff active. Besides being extra support utility, this also makes Soraka a much better lane bully, allowing her to hit a Q and trade her HP while landing autoattacks and kiting them while healing back up (making her situationally useful as a counterpick in mid or top lane). Without this, and the higher HP costs of using her S2, you can't afford to trade your HP as much since you won't be able to outkite ADCs or balance healing your ADC while poking and trading.
  2. In WR, using S2 increases the size and damage of her next S1 stacking up to 3 times. This is a weird and poor design decision as Soraka's entire gameplay loop is using the S1 before the S2, and having an easier to hit S1 doesn't make up for the fact that you can't use S2 liberally enough to support your team. The damage increase is largely irrelevant for support. It's like the game designers are trying to get players to play the character backwards and it just doesn't work. It seems this was meant to compensate the S1 not reducing the health cost of the S2, but it fails to do so.
  3. PC WR has more base damage on S1 but worse scaling, which helps her be a good lane bully and outtrade ADCs before they get items.
  4. The Duration of the rejuvenation buff on wildrift is 4 seconds, meaning it takes longer to get the full amount of self healing (which is similar to the total healing she gets on PC). There isn't a point in stretching out the buff duration if it doesn't reduce the health cost of the S2, since more S2s during the buff will just hurt your own health pool too much to keep up with the S1.
  5. A minor note but WR's passive health threshold for the increased movement speed is 35% instead of 40% on PC.

So to me its pretty frustrating that they made such drastic changes to Soraka's kit for her overall detriment without giving her enough in return to compensate, while some champions are put in the game with no kit differences whatsoever and are broken as a result (for example Galio has the exact same base damage and scaling number as he does on PC and he's OP as hell because items like RoA just give him more AP earlier in the game than he can get on PC where he's a very strong midlaner and decent support but not overpowered). The Warmogs playstyle is frustrating for Soraka as a champion, meaning she literally can't do her job as a healer until she gets 2 complete items (and Warmogs is selfish, expensive, and doesn't boost her healing to her teammates), but also turns her into an S2 spam bot when she gets it (until she takes damage from an enemy champ then she basically can't heal for 6 seconds), which is just an unhealthy borderline meme playstyle. It’s broken since she can heal with no penalty off cooldown when warmogs is up, but then basically turns into a caster minion for 6 seconds when she takes damage which is such an unhealthy interaction just to make the character work.

Soraka also has other problems like being weak to grievous wounds and not having good self-peel, so considering all of this, there is zero reason to play her over any other support.

tl;dr: The game designers made drastic changes to Soraka's kit's core identity that ruin the champion's ability to sustain and trade in lane while also making her an overall extremely weak pick.
