[2019] IFHE and DE combo on Schors

Since DE give flat boost to fire chance - it's effectiveness decreases with base fire chance - so while on Shchors and Chapaev it can be left to your preferences, on Donsokoi it's less useful (compared to Superintendant, for example), and, as said abouve, currently the line's top doesn't need IFHE or DE.
