[2019] Language selection

Well, if you're talking about workarounds, there's a simpler one, without two clients:
Use EU client with German, and after that choose NA with realm selector tool. Though, it's a third party exe, albeit checked bu us.
Just put it into game folder and run.

I have to warn you - if you use it that way the game on NA would be unplayable while different realsm have different versions. And after each WoWs update you have to run it again.

And after I return to work - I'll raise a question if all languages should be available on all realms.
