Every ship has a range at which they can "see". That means to be able to have a ship rendered on their computer screen.
The Hurricane effect limits your "sight" to 8km, so you might not see an enemy on your screen even though they might show up on your minimap because of a teammate.

The change allows ships with long-range guns and torps to be able to "see" as far as they can shoot. In some rare cases, there were ships that could shoot further than they could actually see.
