To give context, my assessment was on how few Personal Attacks and Insults there are these days. It used to be pretty rampant that folks would just rip into each other for sport. While that's for some, it's against the rules.
I'm not sure what you mean by "personalise forum guidelines" as our rules are posted here: https://forum.worldofwarships.com/topic/132269-forum-guidelines-community-code-of-conduct/. These are used company-wide across all our forums and platforms.

Players are not allowed to post about Sanctions that have been taken against them, though. It's literally against the rules and is not allowed. Discussion of Sanctions received must be handled in private through DMs or Customer Support Tickets per these...
