Random Battles is actually Random, so it is a bit of what you're saying. It takes players that queue up and can be formed into a match.

Specific issues that standout result in direct Feedback, like when Stun Bombs was a multi-hour discussion. After the discussion, it's summed directly and reported on. This is something I specifically do after having the various multi-hour, many-post conversations with folks on the forum.
