Double-pings still have the close distance cutoff in regards to Submarines. That helps the torps zero in on enemy subs that don't evade well or use Damage Con.

As for multiple depths, the multiple depths still exist. You can dive up and down, but there is no Operating Depth which has different rules. It's more simplified as there's Surface, Periscope, and then what amounts to "Under the Water"
Correct, Periscope is Air Detect range. It's been that way since last year.
I believe the clarifier is:
Depth Charges can only deal damage to Subs.
They can damage Subs at any level, even when Subs are surfaced.
Flooding interactions are a big part of Submarine interactions now. I'm not sure if DD Depth Charges do the auto-flood, but that is reasonable, however it is worth pointing out that DDs shouldn't be considered the primary method of Sub-killing.
Destroyers already have a lot on their plate, and running down a Submarine at any point earlier than the late-game might lead to an unhealthy amount of shellfire. We are mindful of trying to make sure DDs aren't overly fixated on killing Subs to avoid the yolo'ing issues that can result.

Depth Charges are anti-Sub weapons and this is a video game. Some suspension of disbelief is required.
I played subs for something like 30+ hours during Ranked on Live Server. Depth Charges have an AoE explosion that also reaches the surface. To my knowledge, it has always been that way.
Depth Charges make a pressure wave that might not hurt a fortified surface ship but still do damage to a sub's structure. As @ArIskandirsaid, surface still takes damage but it's reduced as it's further away from the source of the explosion.
Players in the forums have a limited number of reactions per day, yes. This is not a bug.
