The dev team is aware of this bug. The current estimate on a fix is next patch, but we'll be evaluating whether we can do it sooner.

I believe you are talking about the one on Killer Whale.

This is a random commander so yes you can have multiple. You can tell because they will show up with a white name and have usually two commanders in the image. Here are the ones I got for it:
