The Tier 4 Credits and Ship XP are not really able to be achieved in the current game, so there isn't a way to get them from Conversion. You have 1 of each because we are providing everyone with 1 of each Type and Tier of Bonus as a baseline.
Free XP and Commander XP have an interaction with Ship XP on current server. The totals interact with each other to make for inflated returns. This is why the Commander XP Bonus goes to 1600% and Free XP Bonus goes to 7200%.
Currently, the highest amount of Credits that can be earned off Signals and Camos is 195%, I believe. With Signals only, 145%. As we are converting Signal Sets and Camos separately, the +145% is rounded up to +160%.
Currently, the highest amount of Ship XP that can be earned off Signals and Camos is 775%, iirc. The highest available Ship XP Bonus in the Conversion is the +800%.

PTS does have highest than 1 of each in Credits and Ship XP, but PTS is designed to test interactions. Giving players multiple to use allows for more test data.
